Someone please correct me if I am wrong, but I do believe you simply cannot
have access to those. They are part of the OS and only the user can
implement them.

A possible solution to your problem might be to resize the browser widow so
that it is placed off the screen making those options not visible, however,
this will not remove the minimize and close buttons, it will just hide them.
