APPLICATION_SCOPE means the bean is available everytime the application
(JSP or servlet) runs.
SESSION_SCOPE means the bean is tied to the SESSION for a single client
user.
If the Db bean is caching result sets then I would use SESSION scope,
since the result set is for a specific session/client.
