You don't need to use the classpath environment variable! Just put that in
your JAVA_HOME: c:\jdk1.3

I don't have any classpath on my computer I just have:

JAVA_HOME=C:\Progra~1\java\jdk1.3
TOMCAT_HOME=C:\Program Files\apache\tomcat

Everything works fine!
