There is no solution because this is not legal JSP syntax.

You can use scriptlet expressions for custom tag attributes (as long as they have
their "rtexprvalue" set to true in the TLD), but you cannot nest one tag inside
another.

See the JSP 1.1 specification <http://java.sun.com/products/jsp/download.html> for
information on what is allowed and what is not.
