I think the problem is because of the class path is not ok.
Perhaps you must put it without '~'. or make sure that the path is ok.
You can prove it by writting:
c:/jdk1.2.2/bin/java -classpath
%CLASSPATH%;d:/Progra~1/Apache~/Apache/htdocs/images/weatherjavaf
in a DOS windows
