if You do not want to put classes into web-inf/classes folder of current
context :
1. if You are using WinNT you should reboot machine after setting classpath
with system environment panel
2. You can modify tomcat.bat file to add You packages to "tomcat running
time" classpath. See how it is made with webserver.jar etc
