the question was from a customer of mine who complains about weblogic is not
JSP1.1 compliant because of its different behavior than Tomcat and WebSphere
in terms of the interpretation of nested includes in the JSP spec. I didn't
ask which version of Tomcat they are using, but I think it's necessary to
clarify this in the JSP spec so that major vendors will implement it in a
consistent way with a consistent behavior...
