I would think that it'd be far more appropriate to forward to the local web
context rather than an absolute file like that - except you're not QUITE
even doing that.

You want to forward to "/servlets/CookieJsp", I'd suppose, rather than a
file on the local filesystem, especially one referred to absolutely like
that. What's more, I'd think "CookieJsp" would be better off not being in
your sevlets directory whatsoever.
