hi fellow developers,

can anyone give me some ideas on this?  say if users wish to query the
records for the year 1999, what should i do?  i have a whole lot of records
ranging from 1991 to 2001 as in oracle data field, "dd-mm-yy", so in this
case what should i do in order to extract the records which fall on the year
1999?
