Huh??? I think perhaps you both should "check out basic HTML code
standards". Reading the spec would be a good start.

has a HEAD, and a FRAMESET in place of the BODY."
To answer the original question, also from the HTML 4.01 spec (two
paragraphs later):
"Elements that might normally be placed in the BODY element must not appear
before the first FRAMESET element or the FRAMESET will be ignored."
I see one JSP include directive and one JSP include action before even the
<head>. I'd say that's why you're frameset is being ignored.
