The Tag Library Definition file gets processed each time its called. You
should be able to have changes in it be reflected. The only conflict I have
had is when updating a class file that is used by a taglib. Then some
caching problems occur.

If you post to the Tomcat User list I am sure they would have plenty more
advice about TLD files.
