Leonard:

The directory /WEB-INF/classes if the default to every
context.
The libraries (.jar files) should in the /WEF-INF/lib
directory.

Are you importing the files needed?
Be aware that you can have multiple contexts, so (by
default) you cannot reach the classes on different
contexts. What you can do is change the context in
which you are running, but I don't considerer really
helpful.
