I do not experience this problem at all.
We use (Apache + ) Tomcat 3.2.1 and let ANT compile our classes into
WEB-INF/classes. No jars or wars in the dev environment. After
(re)compilation of a class Tomcat picks up the change immediately, even
without touching the JSP.
Or do I misunderstand you?
(Though I remember when I tried Gefion Software's LiteWebServer, I had
this problem.)
