Okay...i put the struts war files in the webapps directory and it seems to
unpack it alright.  But for some reason tomcat won't start.  I did try
putting the struts-documentation (by itself) in the webapps directory and
everything seems to work, including the startup.  But then i tried putting
in the struts-example.war (by itself) in the webapps dir......and again, it
unpacks yet tomcat doesn't startup.  Am i doing something obviously wrong?!?

WAR: is Archived file of JSP/servlets web application. If you are using
Tomcat then copy the war file under /tomcat/webapps directory, tomcat
automatically unpacks it when you restart the server.
