Try this out

<jsp:useBean id="conn" class="dbconn"  scope="page" type="java.lang.String">
<jsp:setProperty name="conn" property="user" value="<%=user%>" />
</jsp:useBean>

Don't give  "propery" attribute in  <jsp:useBean> tag.
