After testing it is found that when saving the code below :

in .html and displaying via Application Server it shows japnese language in correct 
form. But
When saving the same file with .jsp extension and call via webserver it doesnot shows 
the correct result.

It seems that while compiling .jsp page, the server adds some information in its 
header. For which I think , there we have to do some configuration in jsp page or make 
Application server Multi lingual enable...

If anyone knows the problem can discusss.
