Cocoon must with apache?

I am a newbie in JSP   I want to use Xalan with the Cocoon installed... in Tomcat 3.2.3 in Windows 98...   I want to ask this .. Is cocoon must be installed with apache or it can run only with the Tomcat?   Thank's
