Obviously, to accomplish this, you have to keep track of who is logged into
your system. One place to do this is using the Application Scope within the
JSP's.
You could put a HashSet in the Application Scope that contains the UserID's
(or Departments) of all the Logged in Users.
When a user Logs Off, you would have to remember to remove them from the
Set.
One thing to remember, if the user forgets to log off, or walks away from
their computer for an extended period, everyone from that department will be
locked out of the system. To prevent this, you might want to put an Object
in the user's HttpSession that implements the HttpSessionBindingListener
interface. When the session times out, you'll receive the valueUnbound()
event and you can remove that user from the HashSet.
