Hey Petros,
I've had this mistakes many times before :-P lol. Its a silly thing.
Ur using quotes(") to mark your parameters. This, however, causes a problem
cause ur parameter name of "file" is also surrounded by quotes. To make this
example work. Replace one set of double quotes with single quotes.
So use:
<jsp:include page='<%= request.getParameter("file") %>' flush='true'
/>

i tried the following piece of code but it doesnt seem to work.
tomcat returns a "attribute file has no value" message.
