Yes, it only works for a local file.  Will a browser redirect work for
you?  Since you want to pull in an entire page from another site, if it
worked the way you want it to, you wouldn't be able to add anything to the
page anyway b/c it would be enclosed in <html> and </html> tags
anyway.  Try putting the foreign page in a frame inside your page.
