You can not use JSP to create "desktop" GUI applications, if that is
what you mean.
The application will have to run through a web server. You could,
though, have the server on the local PC and thus have an "offline"
application.

If you are into developing Java desktop apps, you should look at Swing.
It has lots of html support, if that's why you wanted to use JSP.
