I have three answers to your two questions:

1)What is wrong with the "New Search" button?
You have link.onclick instead of onclick. I think your handler should also
be form.submit("SearchPage.jsp").  I'm not sure if you can do this directly
in the tag.  you might have to reference a javascript function that has
form.submit("SearchPage.jsp") in the body

2)Are there browser bugs which make "onClick" a bad technique to use to
navigate pages?
No, but JavaScript might be turned off in the user's browser and in that
case it wouldn't work.

3)Are there better techniques to use to navigate with buttons?
Check out the Pager TagLib at jsptags.com
