As far as I know not in the current version of JSP/Servlet specs, not untill our Servlet containers start running cgi scripts themselves. (Donno if it's going to be a very usefull thing, anyway a common setup is Tomcat+Apache and Apache should generally be better at running cgi-s then Tomcat)

Use a special taglib to _inlclude_ output of the cgi script into your page, I know that the JSPT early access taglibs has such features (it is available from http://jakarta.apache.org/builds/jakarta-taglibs/releases/standard/jakarta-taglibs-standard-ea3.zip) But it is early access - take it unstable, untested, going to change. Another one I know of is the 'scrape' taglib at jakarta-taglibs, it is somewhere around http://jakarta.apache.org. Maybe someone can supply you with better links, I'm sure there should be plenty of such taglibs around.
