How to configure j2ee in windows 2000

How to configure j2ee ( j2eesdk1.21. ) in windows 2000.  I installed jdk1.4 and j2eesdk1.2.1 and set the enviroment variables JAVA_HOME, J2EE_HOME . When I try to run the j2ee.bat.....it gives the following error
Fatal Error. This needs JDK1.2 or later....

Any body faced this problem earlier . please so some light
