Several ways to do it without much of a graphic or applet: One is to show <hr width= ...> where the width is a portion of your max, of course.
Another more flexible way is to use a single pixel gif in a <td> of computed width. These gifs - pick your colors - are available from a number of gif sites. The arithmetic is straight-forward in both these cases.
