thats just a static include. basically meant for .html files and not jsp
files. and since i am doing processing in the jsp so i have to use the
dynamic include.

It depends on the way you include the jsp.

If u include like the one below, u won't get the error.

<%@ include file="/jsp/inner.jsp" %>
