I think the problem might be in the way you're calling the jk_nt_service.exe
My installation required the following at the command prompt d:\jakarta-tomcat-3.3\bin\jk_nt_service.exe -i jakarta d:\jakarta-tomcat-3.3\conf\jk\wrapper.properties ie: the path to the exe file, the switch -i, the name of the service "jakarta", and the path to the wrapper.properties file.
