I've search the specs and the bug lists and don't
know whether this is a Tomcat issue, or my error in
reading the spec.

Very simply, shouldn't the percent sign be valid
in the following <jsp:param> element?

<jsp:include page="myservlet" flush="true">
    <jsp:param name="width4" value="33%"/>
</jsp:include>

Tomcat 4.0.3 doesn't parse this include block correctly.
