Okay,

1. Open Windows Exploer
2. Select Options
3. Select tab for "File Types"
4. Find Entry for "Microsoft Excel Worksheet" from the registered file types
5. Select "Edit"
6. Select "Open" from Actions
7. Check "Confirm Open After Download".
