In this code you are closing the while for rs1 after the while of rs2 only.
So after reading the first record u r forcing to go to second resultset.
Correct code is as a follows:

        while (rs1.next()){
              ;
              ;
        }
        ;
        rs2.executeQuery(cmd);
        while(rs2.next()){
                    ;
                    ;
        }
