This is normal as the query part of the url (the bits after the '?') is considered part of the url when uniquely identifying cached pages. In fact if you fetch the "index.jsp?param=some" twice (with the same param=some), the second fetch will be pulled out of the cache. To avoid caching, you need to set response headers appropriately. I don't have them handy right now, but you can seach the archives of this list - it has been dealt with often before.
