Which Tomcat version do you use? Filters are supported only in a Servlet 2.3 container, such as Tomcat 4 (*not* in Tomcat 3). Also, you should place the JAR file in <tomcat_home>/webapps/myapp/WEB-INF/lib. Finally, if you are using Tomcat 4, check the log files and see if there are any clues there.
