which version of tomcat are u using, coz if you are using 4.x series then
you need to make your web.xml file according to web-app_2_3.dtd, which you
can see from
http://java.sun.com/j2ee/dtds/web-app_2_3.dtd

2.3 is very much diff. than 2.2. And if your web.xml does not follow the
standard then you shall get the error which you have got.
