As far as I know that specific problem cannot be solved for many reasons, one of them security. However, a more specific instance might solve the problem. If for instance the file was a Word Document of extension .doc; if the user did not have a particular software for handling that file type, they would be given an option (in most browsers) to select (or download) a piece of software that may deal with it.
So, if you provide a file type that you know is exclusive to the software that you wish to be executed. Provide a link to a file of that extension (that may do something useful with the software).
