The email that JSPWiki sends out is encoded in platform default - it should be 
UTF-8 in all cases.  For example, the following email when sent from OSX in 
Finnish.  As you can see, it declares the encoding correctly, but most mail 
programs don't survive this (not even Mail on OSX!)
