problem is in ConflictContent.jsp, line 8:
<wiki:Tab id="conflict" title="Oops">
should probably look like this:
<wiki:Tab id="conflict" title="<fmt:message key="conflict.oops.tab" />">
and 'conflict.oops.tab' key should be added to the default.properties
