Would adding a requirement that users be authenticated make it any
less likely to be abused?

The VotePlugin is pretty much useless - once you put it on a public wiki site,
all the bots start voting this-n-that. That's the problem of using a GET
instead of POST (though they would probably vote anyway).
Also, I don't see people using it much, so I think we should drop it from the
core and make it a contributed plugin.
