wrong standard date/time formatting

Hi there,

entering [{CurrentTimePlugin}] in the current sandbox (JSPWiki
v2.7.0-svn-25) with no user settings and DE locale, a wrong formatted
date/time string results.
In my own installation (JSPWiki v2.7.0-svn-29), it works.

Where is this standard format defined?
