Actually, we *do* want to give users the opportunity to use some other language
than what is specified. For example, my OS is in English, and I like to view
jspwiki.org in English, because that is the main language. But on my Finnish
language wikis, I prefer to use the Finnish localization - but without changing
my browser language.
