I18n of "Comment by"

Hi folks!

I am not sure whether it makes sense to localize "Comment by", simply  
because then it will be written in the client's language.  This means  
that e.g. English-language wikis might suddenly sprout e.g. Chinese  
or Finnish content, just because the user who added the comment  
happened to be using a browser in Chinese or Finnish.

It might be better to just use the Change note field also when  
commenting, and get rid of the "Comment by" completely.

Opinions?
