Attachment with Latin 2 characters in name are improperly processed.
After adding file it shows on "Attachments" tab, but deleting and making link
to such files is not possible.
To reproduce:
1. Create text file named "łono gorącej krysi.txt"
2. Attach the file to some existing page
3. Try to delete it, confirm
4. Make link to the file on the page
Wiki should handle such files or reject it.
