OK, my working theory is that this occurs only when JSPWiki is installed as the 
root app (that is, the BaseURL is http://website/).  The Cookie-cutter routine 
in jspwiki-common.js does not like this at all, because it assumes that JSPWiki 
is installed as a proper servlet.  I'm trying out something in 2.8.0-beta-9, 
let's see if it works.
