I had sort of thought we were doing the system where the dev- versions were odd-numbered, and the released ones were 3.0.

That would make the next branch the 2.9 version -- and when it's ready to go 3.0, we bump it up to that number.

There are a couple of fixes targeted for 2.8.1 now, can I commit them now,

Let's wait until 2.8.0 is released. I don't want to deal with *three* branches ;-)

What is the release number to use now, continue with the current scheme ( =>
v2.8.0-beta-22) ?

The first version in the branch will be 2.8.1-svn-1.

Trunk... I don't know. Should we just simply use 3.0.0-svn-1 and skip the confusing 2.9 numbering? After all, we never had e.g. a 2.7.1, but they were all 2.7.0-svn-xx.
