The EmailNotifierPlugin that is part of the CeryleWikiPlugins was a contributed 
plugin by John Volkar. I've never spent much time with it as I don't myself use 
it. If you'd like to contribute a patch I'm happy to incorporate any fixes, but 
I'm not concentrating on fixing plugins right now as there is the whole 
question of what will happen to various core features (package names, method 
signatures, etc.) in JSPWiki 3.0. The current crop of plugins will likely have 
to be maintained as two packages, as both pre- (legacy) and post-3.0 sets. 

I don't think either John or myself would have any issue with moving the 
EmailNotifierPlugin into the JSPWiki core if that was desired. As with a lot of 
things this comes down to somebody taking the time and responsibility for code, 
and people are much more motivated to maintain code that they actually use.
