Stripes LocalePicker.Locales

Heya!

Why do we need LocalePicker.Locales in web.xml? That essentially  
prevents people from doing dynamic addition/removal of languages to  
the wiki - without it, all you need to do is to drop a suitable JAR  
file in a suitable location.
