Hi!

I don't believe this to be very useful for three reasons

1) ReleaseNotes is targeted as a quick-glance thingy for checking what is going on. 2) JIRA does not contain the full changelog, since people work on stuff which is not in JIRA and may give people a false idea about what happened
3) ChangeLog contains the full description already.

All committers administer the incubator project page :-). Check out the
instructions from the incubator web site, and commit stuff!

Again, this is not an Apache release, but a bug-fix release on the 2.8 branch. (We should really concentrate on making the real Apache release
