The page contents are correctly saved but, if I create a page called "Ñaña", the page is saved as %C3%91a%C3%B1a.txt Also note that all characters are incorrectly rendered, not only the page contents (see attached screenshot). Seems to me that weblogic, somewhere, is UTF-encoding the contents twice.
