Added required files needed to request bundle uploads to OSSRH at 
https://svn.apache.org/repos/asf/incubator/jspwiki/libs/JSPWIKI-747

These files must be gpg signed, and the signature must be detached and of ascii 
armored format (cfr. with 
https://docs.sonatype.org/display/Repository/Central+Sync+Requirements).

Finally, the public key used to sign public must be distributed to 
hkp://pool.sks-keyservers.net/
