Hi Roberto,

yup, anyone can vote, +1 meaning ok to release, 0 meaning don't mind and -1
meaning opposed to release, which must be followed by a reason to it
(details at [#1]).

All people is encouraged to vote, as it is one way to promote community
building. Not all votes are binding though: for a release, while
incubating, there should be at least 3 +1 IPMC votes, and while being a
TLP, at least 3 +1 PPMC votes (again, details at [#1]).
