Yes, I had file.encoding=ISO-8859-1
After
export LC_ALL=en_US.UTF-8
export LANG=en_US.UTF-8
export LANGUAGE=en_US.UTF-8
the German Wikipage displays OK.
But I do have jspwiki.encoding =UTF-8
so the setting must be ignored someplace.
